5 The 1988 Montreal Protocol is one of the generally ratified multilateral environmental agreements in which, as with the UNFCCC, the 197 members of the United Nations are on board. President Recep Tayyip Erdoğan had made it clear that Turkey would not ratify the agreement if its demands were not met.
